Internet service providers (ISPs) Cavalier, Charter, Cincinnati Bell, Cogent Communications, DirecPC (Hughes), Frontier, Insight Broadband, Iowa Telecom, Wide Open West, Paetec, IBBS, Megapath, and XO Communications, may be intercepting your Internet searches in order to generate income for themselves.  These ISPs work with Paxfire, Inc. to misdirect customers to servers owned and controlled by Paxfire and/or the ISP; impersonate the target websites; and monitor, manipulate, and/or monetize the searches run and page-visits made by users.

When an ISP customer types in a web address or clicks a link to a website, the customer’s system asks the ISP for the location of that website.  The ISP should then return the “Internet address,” i.e., IP address, that has been assigned to that domain name.  Instead, RCN and the other ISPs use technology provided by Paxfire to give false answers to customers’ requests, and send customers to servers owned and controlled by Paxfire and/or the ISP. Customers’ searches are then intercepted and monitored, with no indication to the customer.  In some instances, customers are directed through advertising affiliates and onto third-party commercial web pages that generate revenue for the ISPs.

RCN and the other ISPs may have violated federal privacy laws and breached customer contracts as a result of these activities.
